Mayor jim kenney intends to use the millions raised for philadelphias pre k initiative, rec centers, other programs and the controversial decision to kick money into the general fu fund. Of course mayor kenney quiet pleased but not everyone is happy. Certainly a long road to get here, but this is the beginning of the process of changing the narrative of poverty in our ci city.
