Officers were seen collecting evidence. Authorities say two people went to the hospital with nonlife threatening injuries. Police also say theyre investigating a third shooting victim. Governor branstad told the condition crowd the slumping farm economy has hurt iowas revenue. So for most areas it will be a hold steady budget. The exception will be education. We should not overpromise and underdeliver. This budget provides schools the stability, predictability and funding they need and deserve the governor put the e pplement state aid increase for prek through 12th grade at slightly more than 145Million Dollars. But here at north cedar schools, thats not enough to rescue thiss small district from a downward trend in both enrollment and the need to make more cuts next fall. The district graduated 70 students last year but added only 49 in kindergarten. So a two and a half percent increase in per student aid wont make up for losing students. The district will have to depend on a state budget guarantee that provides a little new money has some drawbacks.
