　　■ 海南日报记者 邵长春 通讯员 张春宇 　　1、问：《办法》出台的背景是什么? 　　为此，我省在统筹做好疫情防控和运营安全的前提下，制定《办法》，加强对海上游试点经营主体和邮轮运营的监管，切实保障邮轮运输公共安全，提升邮轮运输服务水平，积极推动海南邮轮港口海上游航线试点落地实施。 　　2、问：《办法》出台有何重要意义? 　　一是有利于助力海南积极融入新发展格局。在新冠肺炎疫情冲击全球经济贸易的严峻形势下，全球邮轮市场遭受“冰封”困境。结合目前国内疫情总体形势，我省充分发挥区位优势和政策优势，深化邮轮产业制度集成创新和改革开放，以国内海上游航线新模式在全国率先推动邮轮复航，对服务畅通国内大循环，带动我国邮轮经济全面复苏和产业恢复重振具有重要意义。 　　二是有利于促进�
