Chad Bird is concerned about what a bill working its way through the Iowa Legislature might do to Burlington s finances.
The bill would strip taxing entities of money that was promised to them by the state in 2013 as an effort to lower property taxes on commercial properties. When they put in the phaseout of 10%, they promised to backfill that so cities were made whole in 2013. And now they are talking about taking it away, said Bird, Burlington s city manager.
Iowa would take over funding of mental health, rather than the current countywide system. Sen. Tim Goodwin (R-Burlington) has called it a tax relief bill since counties would no longer need to levy for mental health funding.
