Haverhill City Councilors take up the city’s proposed $217 million spending plan tonight with little time to spare with the new budget year beginning Thursday.
On the Council agenda is what appears to be an attempt at breaking the deadlock between a majority of the City Council and Mayor James J. Fiorentini. Councilors will consider an order placing $500,000 in cannabis “impact fees,” if collected, into an account for youth activities and mental health. The amount is an increase from the $358,000 the mayor suggested last week as a compromise, but falls short of the $700,000 some councilors requested. Fiorentini said he is willing to dedicate a portion of an impact fee, which is being challenged by at least one cannabis retailer, but not the undisputed local option tax.

Details of a 290-unit apartment complex, to be known as “The Beck,” near the Bradford commuter rail station will be aired Tuesday night by the Haverhill City Council when the body considers granting a special permit for the waterfront project.
Nearly a year ago, Haverhill councilors voted 7-1 to sell the former Ornsteen Heel property, 19 Railroad Ave., with Council President Melinda E. Barrett dissenting and Councilor Thomas J. Sullivan abstaining.
Developer Michael Procopio and the Procopio Company of Lynnfield plans to buy the Ornsteen property from the city for $1 million and use it as well as the land currently occupied by Skateland and an abandoned gas station lot near the Comeau Bridge. Haverhill has a second chance to buy a 22.5-acre parcel to prevent its development and help protect the city’s water supply.
While Mayor James J. Fiorentini turned down the opportunity to buy the 97 Corliss Hill Road land for $400,000 in March, Essex County Greenbelt is expected to tell city councilors tonight how it may still be preserved. At the time, the mayor said the city had only a 120-day right of first refusal and he chose to forgo the offer in favor of buying a 29.4-acre Brandy Brow Road parcel closer to the Millvale Reservoir watershed. Asked what changed, resident Christine Kwitchoff told WHAV the city has more time to act than first believed.

Haverhill has received five proposals to redevelop some or all of the land around, and including, the Herbert H. Goecke Jr. Memorial Parking Deck, downtown.
Developers had until April 28 to submit proposals to reuse up to five parcels of city-owned land, totaling 4.5 acres, land between Merrimack Street, Main Street and Bailey Boulevard. It is the first time developers have come forward for that area in about 40 years. WHAV has requested a copy of the proposals from the city. In a letter to city councilors to be received formally tonight, Mayor James J. Fiorentini said all of the ideas are from “reputable” companies and for “mixed-use housing and commercial/retail development.”
