They are giving out meals ready to eat as well as water. But initially the First Responders were largely volunteers. It was a very lowtech operation. No cell phone service, no electricity. Power lines down, very difficult to move around. In the early hours up and rockport we saw white firefighters sometimes just two or three at a time on foot with no communication.
