The non-responsive municipalities, as reported by DuPage Policy Journal, include Lemont, Bartlett, Wheaton, Downers Grove, Elmhurst, Lombard, Carol Stream, Hanover Park, Addison, Woodridge, Glendale Heights, West Chicago, Westmont, Lisle, Bloomingdale and several others.
