A lack of security protocols, metal detectors that were either missing or not detecting metal, a guidance counselor who failed to communicate safety issues, and a principal, Huguenot High’s Robert Gilstrap, who was “checked out” and would leave for a position with the Virginia Department of Education two months after the shooting, are all worthy scapegoats. Improving security protocols, however, won’t solve the systemic dysfunction at Richmond Public Schools.
