Include the opt out clause within the next ten days . Has any insurer participating in the 2015 Affordable Care act exchanges expressed any concern at any time to anyone to your knowledge in the executive branch regarding the lack of an appropriation of funds to make cost sharing reduction payment you made this comment about tortured scoring. Lets go through it very quickly. Isnt it true that the Affordable Careuw act received revenue in years in which it was paying nothing out which allowed in the 10year window for it to have hef ewe that on a long term basis would not fail to have a deficit . In other words, by collecting a n began paying out, that shifting in the ten year window causes it to show a balance that disappeared later. It lowered the deficit overall. Thats the tortured stuff that you were talking about. Because you were able to not score certain things as expenditure, make certain asemgss in there and most importantly collect revenue which was during a president in whic

Obviously worked hard on welfare reform and adoption issues and trade issues, but at that time the Steering Committee was called committee on committees. You knew you were kind of in a government process. And it really is a campaign and its about the votes on that committee who determines who gets a seat on a Committee Like ways and means. So youre talking to every member on that committee and theres a particular member that i that really wasnt for me. And i just didnt know what to do and just sort out out of the blue i dialed president fords office in california. Had you met him . I wasnt sure he knew me. I certainly knew him. His secretary answered the phone and said, oh, congressman camp, hold, and he got on the phone and said, dave, how are you . Then he said, you know, i used to be a leader. Somebody owes me a favor and ill make a call, and he did, and that person came to me on the floor and said anybody who can get former president of the United States to call me im for. And so h

The United States, i will follow up on your comment here, are we ready to be able to expand . Or do we need to expand refining capabilities in the United States if were going to have a mix of more sweet and then the heavier crude from canada . Who wants to go with that one . Well, its difficult to convince refiners to expand capacity when the demand here in the u. S. Is going down. Typically, refineries are built closer to where consumers are. But we have a terrific advantage in technology and low natural gas prices. Natural gas is used as a refinery fuel that make our refineries the best in the world. Taking advantage of those situations i think is what the refiners are doing exporting products into the Global Market. Ms. Gordon . I could say that in terms of what was said earlier, Global Production has become very its not site specific. Its also going to happen in refi refining. So were seeing china adding Refining Capacity, saudi arabia adding Refining Capacity. Demand is really in

Watch. And how does that make you feel, really, since it was so important to you . I would do it again. I mean, i think it is so important to try to push this issue forward. Somebody had to start. And people said to me, its too complicated. It cant be done. And i showed them it can be done. Thats really the most important thing. The second most important thing that came out of this is we got dynamic scoring of a tax bill for the first time. Dynamic scoring is a much more real world evaluation of what were trying to do. Typically, tax bills had been scored by what they call static scoring, which is just they assumed that the economy would never grow, even no matter the tax policy changed, and they assumed that people wouldnt change their behavior as a result of tax policy. We know that isnt true. I liken it to physics where they tell you assume there is no gravity. And you go outside and there is gravity. This dynamic scoring will be absolutely critical moving forward on any debate invo

Courts and the states, and i think congress has been disabled by the fact that the senate was democratic. Its still going to be somewhat disabled because its a change is going to require the president s signature. But we have these other two backstops and i think whatever congress may do if it can do anything effective, the Administration First needs to need its help and a sequence of state decisions or Court Decisions could be the ant seedent to that. Part of this is because the legislative process wasnt followed. This is the biggest change frankly in entitlements since the creation of medicare and social security. And yet the senate, worlds most deliberative body, they did have some votes on it in the finance committee, but they didnt have votes on it in the senate. Never had a vote, up and down vote, on the bill, on medical device tax, on individual mandate, on employer mandate, you can keep your Health Care Plan if you like it, grandfathering in all the Health Care Plans, which pre
