ZINARA's Operations Crippled As Executives, Contractors Loot Over US$70m

By Robert Tapfumaneyi THE majority of the “special projects” undertaken in recent years by the Zimbabwe National Roads Administration (ZINARA) were nothing but a grand looting scheme engineered by senior executives and hired contractors. In the process, ZINARA lost over US$70 million to a private company, Univern Enterprises, and in the process severely crippling its operations. The massive looting of the parastatal’s resources was unearthed recently by the Parliamentary Portfolio Committee on Public Accounts. “The committee, therefore, makes the finding that the special projects were nothing other than looting of resources by the executive of ZINARA in connivance with corrupt contractors,” a report compiled by the lawmakers following a forensic audit for the period 2017-2019, reads.

Parly exposes Zinara tender scam BY MIRIAM MANGWAYA THE Zimbabwe National Roads Administration (Zinara) unprocedurally awarded lucrative contracts to private entities to supply equipment and services that prejudiced the parastatal of huge amounts of money. This was revealed in the first report by the Public Accounts Committee (PAC) on the analysis of Zinara’s audited accounts for 2017 and 2018 which was presented by Gweru Urban legislator Brian Dube in the National Assembly on Thursday. Findings of the committee revealed that there was poor corporate governance at Zinara, including a poor human resource policy which resulted in the recruitment of incompetent employees through nepotism.

ZESA Awarded US$250 Million Plant Tender To Tagwirei's Sakunda

By Anna Chibamu ZIMBABWE Electricity Supply Authority (ZESA) allegedly awarded a US$250 million tender to Sakunda Holdings for the installation of the 200MW Dema Diesel Power Plant in violation of the country’s procurement procedures. This came out during a Public Accounts Parliamentary Portfolio committee oral evidence hearing from ZESA officials on Monday. The deal had been agreed upon without following due tender procedures, according to the Auditor General’s report. Committee chair, Tendai Biti described the deal as “atrocious” and demanded answers to several questions relating to the opaque deal. “Who corruptly awarded Sakunda the US$250 million Dema Power Plant deal and why? How did ZESA get a US$35 million loan from Afreximbank without Parliamentary approval,” asked Biti.
