but there s a lot of criticism. we don t have a sense as to whether or not or will there be surprise inspections, a way of really creating complete transparency through the process here and then what happens if iran doesn t play fair? how is that adjudicated? well, i think there are two important things here. the transparency regime that is being put in place is the most extensive ever in this kind of a negotiation. and indeed we have a process agreed to where access will be provided when access is required by the iaea the international atomic energy agency which will verify all of the nuclear-related elements of this agreement. secondly, you ve heard us talk about the snapback that means that if we suspend sanctions indeed even if sanctions move forward to a point of termination there is a point at which we can snap back sanctions if there is significant noncompliance and we have a process that we ve worked through that will be time
announcing that something has been agreed to. if something is agreed to what do you think the role of congress should be? we have a responsibility to be involved in the oversight of that agreement. it was congress that imposed the sanctions, only congress can perm fently remove the sanctions. there s two parts to this. first, make sure the agreement itself would prevent iran from breaking out a nuclear weapon in any short period of time and secondly, that there s enforcement. that there s transparency and inspections, and that 23if iran does not follow its commitments, and immediate snapback. i want to ask about yemen, senator. a statement from you, it s urgent the united states and international community use all appropriate measures to help the people of yemen address the severe security threats and the humanitarian crisis in their country, the combination of security threats and development challenges yemen faces is unlikely to find in any other country in the world.
