At the suggestion of Municipal Manager Scott Pickup, the two boards, meeting jointly Tuesday evening, established a new finance committee to work with Pickup on the financial issues, as well as find a new finance director. Pickup said the town and village needed to “re-establish baseline credibility.” The town and village have brought in the New England Management Resource Center to help sort through the extensive problems uncovered in the finances, which extend from balancing its bank accounts to misfiled and miscategorized revenue and expenses, lack of correct tax status, and overcharged credit card fees.

Burbela’s last day was June 14, according to Municipal Manager Scott Pickup. She was paid about $76,000 a year from the town, village and the village’s water and sewer departments, according to Bellows Falls Village President Deborah Wright. Pickup said Burbela, a resident of Chester, would remain as a consultant to the town and village as it sorts through various issues, including pending litigation against the village while Burbela was also acting as personnel director.

Few questions at lightly attended annual meeting in Bellows Falls

Don t miss the big stories. Like us on Facebook.   BELLOWS FALLS Only a handful of Bellows Falls residents turned out Monday evening for the annual Village Meeting, which has been stripped of all serious decision making. Voters a year ago approved switching the vote on the village budget to Australian ballot permanently. Last year, the budget was also voted on by Australian ballot, but that was at the height of the COVID-19 pandemic.  The $1.61 million village budget, of which $1.59 million will be raised by taxes, will result in a tax increase of about half a percent 0.60. The few residents who attended only raised a couple of questions about the village report, which was faulted for lack of financial information and erroneous information in the minutes of last year s meeting.
