Im Walter Isaacson, and im Walter Isaacson and im with the Aspen Institute here and its our pleasure at the institute to be the host and the facilitator of the franklin project. The project began when general Stan Mcchrystal was out talking about the importance of National Service two or three years ago in aspen, and everybody related to it, and one of the things we try to do here at the institute is turn thought into action, so we said, well, if this is important, lets try to create a program around it. General mcchrystal agreed to chair it. He also thought to himself, im never going to raise another idea in aspen again. You get enlisted if not drafted to do something, but i think he was able to convey to us that this works on so many levels. I mean, this is an important thing that every kid in america could have the rite of passage that previous generations had. Actions. Will interconnected text providers confer their offerings to noninterconnected providers . Is the cost worth it . Although i disagree with the majority of todays item, i thank the Commission Staff for their efforts in the chairman for the dialogue on this topic. As everybody has talked about, there are almost 2 billion Text Messages sent through carrierbased sms Services Every year and billions more sent through over the top. As we graphically heard from the Simpson Family example texting is now as important a function on a mobile device as talking. And some of those Text Messages are cries for help. An emerging recognition that some laws to discriminate against the marginalized, the in this case, the most vulnerable members of our society. We know better now. There is no reason to treat people this way. We ask that you affirm. Stanyar. Ou ms. Just a few quick points, your honor. Our society has a mechanism for change. That is the amendment process. Due process is not a mechanism for change, it is a mechanism for preserving things that are deeply rooted in history. Theres the amendment process that is available at the federal and state level. That is for example, there are six things on the ballot in 2012 through the initiative process. There are six different measures. That goes to the point that there is a state that is conferred. Repeatedly, in discussing the dignity better than conferred, talks about being a dignity conferred by the state and that goes back to the point about democracy. The people confer that dignity by voting for it hurts the right process, if theres going to

I think i would add for commissioners to be aware that the committee is rewriting the process for the review of contracts that currently [inaudible] at 500,000 will cover 90 percent of our contacts at cost. It actually would then allow us to really look at a lower number of contracts themselves and can do better. And im courage you all look at what will be the draft proposal that will come to the finance committee and hopefully den we will then at the finance committee at next months meeting bring it to the commission for its approval so that it can be put into place for 2015.
