Today we are here to discuss with stakeholders the corporate average fuel Economy Program, or cafe, at the national highway Transportation Safety administration, and the Greenhouse Gas emissions standards at the u. S. Environmental Protection Agency that govern fuel economy standards. Nhtsas cafe program was established by congress in 1975. The goals of the program are to improve vehicle fuel economy, reduce oil consumption, and secure the Nations Energy independence. The cafe program has undergone major changes and modifications in the past four decades, both because of political and economic forces. Less than 10 years ago, and on top of the cafe program, the epa standards were created to incentivize the product

Tnc drivers are not trained, i know this for a fact, theyre not trained, the only training they do have is how to operate the app, thats training theyre not trained to drive and negotiate through the cities of San Francisco or anywhere else they operate, the tncs are impacting our San Francisco traffic, theyre making taxi fares higher for the people who do still use taxis because we have to drive in the congestion where were out numbered by 8 to 1 and this is counter to the city of San Franciscos goal for traffic reduction. All the work that you all do to try to reduce traffic congestion, you undermine it by giving any sort of preference to uber and lift.
