Relief measures congressre has passed there was 150 billion sent to the state and local governments, much of which have yet to be spent and frankly we dont know what the actual need is until we have a better sense of what the revenue loss is to the state and local governments. They are sounding the alarm and justifiably worried about what happens if the downturn in the economy continues and what that dght mean for their revenues. So, they are looking to washington, d. C. For assistance, and i think that as i said earlier, there was 150 billion that went out to state and local governments and thereve been concerns about how they could be used. They were stipulated that they had to be used for these expenses and many state and local leaders were concerned that that didnt give them the flexibility thatee they needed o meet other types of needs. The Treasury Department has come out with an interpretation that would t allow the 150 billion already appropriated to be used to pay firefighters

Reporter its one for the history books. A recordbreaking snowstorm in erie, pennsylvania, now declared a disaster emergency. I wouldnt even go out in this stuff. Reporter nearly 57 inches in two days. Conditions so hazardous, the airport is still closed. Ive been surviving on vending machine food. Reporter Deirdra Walsh has been stuck there. They keep cancelling the flights. And now everything is overbooked. So i cant get home. Reporter and the snow is piling up on the roads too, burying cars, eve

Before we would lead, we would stand on the railing about car, both of us waving to the crowd. It was as far as the eye could see. We were told there were 50,000 people that came out to the county care around county fairgrounds. [applause] they know a better deal is coming. Know that they are part of a movement. Donald says that to me more often than anything else. When we see the crowds, he will say, this is a movement, mike. It is bigger than us. He says it with the kind of humility that we so admire leaders. In leaders. I admire him as my running mate. Americas choice has never been clearer. The most straight talking candidate since Ronald Reagan is running against one of the most dishonest candidates ever. [applause] let me say, as i stand in this hallowed place, the American People picked a bold truth teller in 1980 and i know theyre going to elect a bold truth teller in 2016. [applause] these challenging times, let me reflect on the policies and then i will close. Challenging tim
