Bill Cutler likes to kayak on the Kansas River, but was always cautious of the “danger point” that was the river weir. He would even get out of the water and carry his equipment past the weir. “They have had people killed at this weir,” said Cutler, who has been involved with the Topeka and Shawnee County Riverfront Authority.
