TACOMA, Wash. (Legal Newsline) - A document instructing Washington Department of Ecology permit writers to require companies to use more sensitive and expensive tests for PCBs in their wastewater streams isn’t a rule subject to court challenge, a state appeals court has ruled.

State's cap and trade bill receives public hearing

SB5126 would also set limits on carbon emissions by corporations. The money collected would go into the state’s general fund. Puget Sound energy came out in favor of the Climate Act. A PSE spokesperson said they see an alignment with other west coast jurisdictions as an efficient way to make significant carbon reduction. The Northwest Pulp & Paper Association said the bill would have unintended consequences, saying this bill will cause production shifts from Washington to other locations and cause greenhouse gas leakage to higher emitting carbon jurisdictions.
