line debate. think of this has a road map to how they want to conduct the rest of the inquiry. it is lead by the intel committee, and another round of public hearings tr, and then the judiciary committee will decide on a number of impeachment articles. we don t know exactly how many. and then it will go back to the fullous. this vote this morning will be something of a test vote, can democrats keep everyone in the party in line. there are half a dozen that have not been supported thus far. this is purely a process vote. that sort of thing, but republicans will try to make the case that this is an impeachment vote, this is a proxy for voting against the president of the united states. i have not heard a lot of angst.

around the whip count that we re not expecting this to be something that drags on late into the day. democrats are hoping they can keep everybody on board for this. it will be a party-line vote. this is a process vote. you re not really making a moral argument about the value of impeachment here or not, what you re doing is setting up a roadmap, setting up essentially a calendar with no dates on it n for how the impeachment inquiry will continue. you played the mitch mcconnell clip. what this resolution does is it will elevate the role of adam schiff significantly. this will put the ball in the hand of schiff go forward with the intel committee now driving the inquiry for the next couple of weeks. at the they will have the first open hearings and be required to hand over a report to the judiciary committee and it will be left to the judiciary committee to see how many documents they will produce. only then when you see involvement from the white house

table for open hearings, moving this process into the sunlight, which i ve heard even from a lot of democrats, saying it is past time to do that, ali. you, yesterday, talked about nancy pelosi, when you said, is the vote really going to happen? you said, it s not going to happen if she doesn t have the votes, because nancy pelosi is a master vote counter. talk to me about her strategy. and it looks like she had some significant margin for error today. we knew going into today s vote, there were only about half a dozen democratic lawmakers who have yet to come in favor of some sort of impeachment inquiry. all but two of those did, indeed, vote for this process step to move forward. i think it s important to note that while this is sort of a test vote for impeachment, it s not the same. this was very much a process vote. this sets up committee rules and rules about how transcripts will be delivered. it s not the same as a vote on an eventual article of impeachment, in which you ll ha

garrett, what are we going to see next. we re going to continue to see this debate play out over the next hour or so and could see extended remarks from speaker pelosi and house minority leader kevin mccarthy as we refer to as magic minutes one minute of time afforded to the leaders that can stretch on as long as they see fit and then i expect to see a largely party-line vote this morning. democrats have managed to bring some wayward democrats who had not yet supported the impeachment effort back into the fold on this, in part by playing up the idea that this is, in fact, a process vote, not a conviction, not a vote on a specific article of impeachment. just the next step on the road. several democrats who opposed or not supported the inquiry have come out in favor in part by saying they are in favor of opening this up and see this process open up to the public. republicans by and large have remained in lockstep on this saying this does not go far enough to expand rights for them

definitely a part line vote on this, save a couple people on both sides. but it s totally different messaging here. democrats are super eag yer to get in here to make this a formal inquiry to get rid of any kind of criticism that republicans and president trump himself have been trying to throw at them. and then republicans are saying that this is a proxy vote for impeachment. as much as democrats are saying this is more of a process vote. and trying to lay out the steps of a formal impeachment process, as well as get more tools in their investigative efforts. but both sides are definitely really trying to convince their party, with a vote, either democrats completely are hoping for a unanimous vote, there will be a few people, who are not likely to vote in favor of the resolution. i have talked to some republicans who are wary about casting their vote completely against it. but overall, both sides are saying stick with us, and it is a messaging tactic, really.
