Indian feminism has entered a governance mode in light of three parameters, namely an increased reliance on criminal law, a deep commitment to a highly gendered reading of sexual violence and a diluted oppositional stance vis-à-vis state power.
Since Thomas Macaulay’s Indian Penal Code (IPC) was introduced in 1862, its rape provisions have been substantially amended only twice, once in 1983 and then in 2013. In the intervening 30 years between 1983 and 2013, feminists, many from the autonomous phase of the Indian women’s movement (IWM), were highly engaged in rape law reform their long road to the CLA punctuated by several rounds of negotiations and repeated failure.

The idea of salaries for housewives, floated recently by Kamal Haasan’s party, suggests at worst a dystopia of paid domestic slaves pandering to their husbands. At best, it seems like a well-meaning but unworkable proposal how to quantify women’s unpaid domestic and care work (UDCW), how to fund salaries and deliver through a leaky bureaucracy? Do we include unmarried women and men doing this work, or rich housewives? These concerns are valid, and the wages for housework (WFH) movement has been more aspirational than practical.
