In the intervening 30 years between 1983 and 2013, feminists, many from the autonomous phase of the Indian women’s movement (IWM), were highly engaged in rape law reform their long road to the CLA punctuated by several rounds of negotiations and repeated failure.

At best, it seems like a well-meaning but unworkable proposal how to quantify women’s unpaid domestic and care work (UDCW), how to fund salaries and deliver through a leaky bureaucracy? Do we include unmarried women and men doing this work, or rich housewives? These concerns are valid, and the wages for housework (WFH) movement has been more aspirational than practical.
