Guillermo Eleazar (File photo) MANILA - The police officer who shot and killed a teenager with special needs during an anti-illegal gambling raid in Valenzuela City has been dismissed from the service, Philippine National Police (PNP) chief, Gen. Guillermo Eleazar, said on Tuesday. "I have signed the order for the dismissal from the service of PSMS (Police Senior Master Sergeant) Christopher Salcedo for grave misconduct and less grave irregularity in the performance of duty," Eleazar said in a statement. Salcedo's dismissal was based on the review conducted by the Directorate for Personnel and Records Management (DLOD-DPRM) and the Office of the Chief PNP on the recommendation of the Internal Affairs Service on his case. Published May 24, 2021 2:26pm Valenzuela Mayor Rex Gatchalian on Monday said his office is investigating the incident where an 18-year-old man was shot dead by a policeman during a raid on an illegal cockfighting activity. Interviewed on Super Radyo dzBB, Gatchalian said he has talked with the mother of the victim who said her son has special needs. Before I talk to the police I have to listen to the side of the mother first. Nakita ko yung [I saw the] police report but that s their report. We need to listen also to the details from the parents, he said.

Gen. Guillermo Lorenzo T. Eleazar, chief of the Philippine National Police (PNP), ordered on Monday, May 24, the Internal Affairs Service (IAS) to look into the death of an 18-year old man with special needs during a police operation in Valenzuela City on Sunday, May 23.
“I have already directed the Internal Affairs Service to conduct a thorough investigation of the incident, specifically aimed at determining if there were lapses in the conduct of the operation. Part of my instruction is to finish the investigation in the soonest possible time,” said Eleazar.
He said he immediately inquired with the director of the Northern Police District as soon as it was reported in the media and based on the latter’s report, the incident stemmed from a police operation regarding an illegal cockfighting operation in Valenzuela City.
