When we look at the people going to the navigation center, the numbers are not significant. We look at the numbers coming out. The persistence of homelessness is a problem of political will until the public understands the city needs to invest in housing, this problem is going to continue. I think we need the Police Department to educate constituents about this instead of saying police can get people into services or perpetuating the idea the members of the public have that polices is the solution, it is crucial to be honest with the public.
