If you've traveled through Downtown Buffalo recently the signs are hard to miss. The Rochester Police Department is aggressively recruiting the Queen City.
"After the investigation, it has been concluded that the officers acted properly, as far as from a criminal standpoint," Erie County District Attorney John Flynn said during a news conference.
