president biden has laid out plan b to provide student loan relief to borrowers. his original plan was blocked by the supreme court in a 6-3 decision. cnn white house reporter jasmine wright joining us now. good morning to you, jasmine. what more do we know about this new plan biden laid out right after this ruling came down? reporter: yeah, amara. yesterday president biden made it very clear he felt the supreme court misinterpreted the constitution when they struck down his student debt forgiveness program. frankly, he thought they got it wrong. he said while they closed one path, he s going to pursue another. the new path is grounded in the higher education act of 1965, a new law that provides new authority, white house officials feel, but they caution it s going to take time to even get it into place, months, in fact, and they wouldn t say whether or not it would impact the 40
supreme court like this one has done more to take away basic rights, so those are two things we can expect president biden to say in the coming months as they try to put this new path toward student loan forgiveness in place. but, again, it could take months. victor, amara? jasmine, thank you very much. let s bring in cnn legal analyst and criminal defense attorney joey jackson and errol louis, cnn analyst. it basically giving them this year-long grace period to pay back the loans among other things. does biden have another or other powers available to wipe debt balances clean? yeah, well, you would think good morning, amara and
million borrowers who were estimated to be impacted by the now struck down law. the president said in the meantime he s going to do two things. first he said it s going to be about income-based repayments, and secondly, he s s going to provide a 12-month plan to get payments reacclimated. while the interest will accrue over the period, the white house and education department says if borrowers miss a payment, their credit wouldn t be downgrade and they won t go into default during that grace period. also what we saw president biden do is slam down a growing republican talking point that was actually the president himself that overstated what he could do with that hero s act when it comes to canceling billions of dollars of debt. take a listen. i didn t give any false hope. the question was whether or not i would do even more.
court saying that the president has gone too far, but i just think that based upon, again, reading any reasonable reading of the legislation and any reasonable region of what the president did initially would seemingly pass muster. so fashioning remedies moving forward, the administration s going to have to be careful not to run afoul of the activist court and the ability to strike down biden and the debt-borrowing country. this goes against biden s campaign promise and signature. we heard errol say he didn t give voter false hope, but did he by promising this on the campaign trail? he said what he was going to do is fight for the ability of people to get out from under crushing debt burdens, and that s, indeed, what he did. he also said initially hi le wasn t sure he had the
the u.s. involvement here, the biden administration is strongly considering sending these controversial cluster munitions to the ukrainian military. the ukrainians have had them, the russians have used them as well. this would be the time the u.s. would supply these. these are controversial because they re banned in a hundred or so countries including the uk, france, germany have signed onto documents banning them. would that unsettle the western alliance, do you think f the u.s. were to pass those on? slightly, i think, yes. the russians are behind the banning and is two-fold. first they re seen as indiscriminate. they re indiscriminate in some areas. clearly ukrainians who are also using munitions and the russians have since the start are going to be shooting them and firing them against russian positions.
