uDr. George H. Tapy of the Wabash Institute addressed the Clarion County Teachers Institute on the drift of people from the country to the city. He said (in part) that boys go to the city out of a spirit of adventure and the apparent prosperity and glamour of the city, which is a sign of racial decay. At the conclusion of the institute the teachers adopted a resolution calling for the enactment of a teacher s salary bill and a bill for the consolidation of rural schools.
