left the system underfunded, creating big problems today. we want to work together. we don t want to take and put the city in detaught. reporter: but how much should firefighters and officers concede? one sticking point. right now, they re eligible for pension at 20 years of service, regardless of age. under the proposed change, they must be at least 55. unions have amassed a $2.5 million war chest to fight the city in court if negotiations fail. with city leaders already out of money and trying to stop layoffs and service cuts. if we don t address that looming $64 million fire and police pension issue, we could come up with 40% of new rev revenues and be right back at scare 1 again. there s been talk about moving into a 401-k style system. maybe moving forward the system needs to be revamped if this is something baltimore can t sustain. if someone has earned something, you don t take it away from them. many retirees are also concerned about widows. they get an
