New inquests last year concluded the fans had been unlawfully killed. Today it was announced that former Chief Superintendent David Duckenfield is to face charges of manslaughter by Gross Negligence and five other figures will also be prosecuted. Campaigners say the charges send a message about accountability, as our correspondent Judith Moritz reports.
