A regional approach is one way to look at this. We talk about the northeast corridor. The flexibility of funding is not tied to state lines. There are projects that are good for a number of states that it is hard for everyone to contribute to in one state. One of the things we have seen is, if we could potentially spread the local funding around, some of the projects that are waiting on funding along the northeast corridor technically, they are amtrak projects. Ther states could get projects moving,
