Otonabee Conservation says with colder temperatures this week, along with a lack of ice cover on the Otonabee River, there is a chance for frazil ice, which could lead to flooding.
Mayor Jeff Leal says the city is willing to consider extending municipal services to neighbouring townships if it were to result in serviced lands where manufacturers could locate.
