Block of 84th avenue in east oakland. Reporter officers encountered three victims suffering from gunshot wounds. One of those victims was pronounced deceased on the scene. Two other victims were transported to the hospital. We have later been advised that the second victim has also been pronounced deceased. So today we have two homicide victims. Police began canvassing for witnesses and collecting evidence. They say just before the shoot, there had been a confrontation. Please did not say how many people fired at the victims. They have made no arrests. Police say its too soon to know the motive, but violence has been on om those Community Members about how frightened they are, about the traumatic experience they had last night of listening to bullets flying through their homes and into their cars. The violence in this Community Must stop. Reporter todays deaths were the 77th and 78th homicides in oakland so far this year. Thats three more than all of last year with more than two months

Give us the shorthand version of legally, how we arrived at this point. Katie to understand this case, we have to go back in time a little bit to 2012 and then 2017. If folks remember back to 2012, that was the first time the Supreme Court upheld the Affordable Care act. Chief Justice John Roberts held that the individual mandate could not be sustained under the commerce clause, but it could be sustained as a tax. It walks, talks, cracked like attacks.
