Experts warn the Morrison governmentâs proposed environmental approvals watchdog lacks the necessary powers to fix ongoing failures in the major project approval system.
Environment Minister Sussan Ley lodged a bill with Parliament on Thursday to hand the Commonwealthâs powers under the Environmental Protection and Biodiversity Conservation Act to state governments, to make the assessment system for developers more efficient.

Ms Leyâs bill also proposed a set of national standards to regulate the statesâ performance, which would be overseen by a new assurance commissioner to ensure âthe highest national environmental standards are met, regardless of who approves a projectâ.

The Morrison government wants states to agree to standards for wildlife protection that fall far short of those proposed by a landmark review of environmental laws, critics of the proposals say.
The leaked Interim National Environmental Standards proposed for agreements between the Commonwealth and states and territories reveal ambitions that don’t match those recommended by an independent review of environmental laws by Professor Graeme Samuel.

Victorians who kill or injure native animals could face new fines of hundreds of thousands of dollars after community outcry over the failure of the state’s wildlife protection laws sparked a legal review.
Environment Minister Lily D’Ambrosio announced the legislation would be overhauled after the deaths of dozens of koalas that were bulldozed at a blue-gum plantation in western Victoria last year, and the shooting and poisoning of hundreds of wedge-tailed eagles in Gippsland.
