The Trump Administration imposed the comprehensive measures on energy and finance in November 2018, six months after withdrawing from the agreement. Iran’s oil exports fell up to 95% from April 2018, before a partial recovery last year. “People familiar with the matter” said the restrictions would be pulled back as discussions progress in Vienna with Iran, the European Union, and the other powers in the deal (UK, France, Germany, China, and Russia).

After the Donald Trump administration quit the deal in May 2018, Israel escalated a shadow war with Iran to disrupt Iranian shipping and retard Iran’s nuclear advances, as the Islamic Republic had stopped implementing its JCPOA commitments in response. That war has now come increasingly into the open and threatens to complicate the Joe Biden administration’s efforts to revive the nuclear deal and could spark a wider conflict.
