Of the department. Cybersecurity is a complex mission for the department and requires a wide range of talent at all levels. Given the urgent nature of d. H. S. s recoupment recruitment efforts, its essential that department have this strategy in place. Secondly, the bill requires the Department Access the readiness and capabilities of its work force to meet its cybersecurity mission. Lastly, the urgent need to fill Critical National Security Missions often leads to an overreliance on contractors. To encourage students to come to work for the government is a vital in this vital arena, this legislation also directs d. H. S. To develop a plan to create a Cybersecurity Fellowship Program. Under such a program, d. H. S. Would pay Promising Students tuition in exchange for a commitment to serve for a fixed period of time at the department in a cybersecurity position. I fall into the camp that the single greatest underutilized resource we have as a nation is women and girls. 50 of the talent tool pool, the brains, the innovation and creativity, that is underrepresented across the board and it is its not a womans issue to help get women and girls into science and technology and business and go. Its a societal issue. If we could figure out a way to totally empower half of the brains in america, imagine how much better and more productive we would be . You think a woman president can do that better than a male president . I do. I think if a person is committed to making that happen well get that done but on balance it is powerful.
