Commissioners – Electoral Commission of Namibia

Chairperson: Adv. Notemba Tjipueja Adv. Notemba Tjipueja, has been the Chairperson of the ECN since August 2011, on a part-time basis. As of 1 October 2015, she has been appointed in a fulltime capacity in terms of the new Electoral Act of 2014. Adv. Tjipueja has also served as a Commissioner of the ECN from 2000-2005, 2007-2011. Extensive electoral experience has been gained over the years through exercising the ECN mandate and attendance of various international, regional forums and various international and regional observer missions. She is currently also serving as Chairperson for the SADC Electoral Commissions Forum (ECF), which is a regional body for Electoral Commissions within the SADC region. Being a lawyer by profession with two LLB qualifications in British Common law and Roman Dutch law from the University of Papua New Guinea (Papua New Guinea) and the University of the Witwatersrand (South Africa) respectively, she is an admitted Attorney of the High Court of Namibia

OPININON - The future of criminal justice studies in Namibia 2021-04-01  People are not only supposed to live in safer neighbourhoods but equally in an environment that provides peace of mind and allows human beings to co-exist, respect each other, and carry out daily activities without fearing that crime would engulf the society and destabilise livelihoods. That is the purpose of criminal justice.  In a layman’s interpretation, criminal justice should not be disconnected from every-second protection of human life and property.  Therefore, the study of criminal justice is the reinforcement of such understanding, to enable society to reap the benefits of protection, crime prevention, safeguarding livelihoods, and promotion of justice for all.

Oshamukweni learners sleep on stick beds - Education

Photos: Contributed TUYEIMO HAIDULA OSHAKATI The almost 40-year-old Oshamukweni Combined School in Okongo circuit, Ohangwena Region, does not have a school hostel and its pupils and teachers sleep in corrugated iron shacks. The school opened in 1978 at Oshamwukweni village, but because of the war it relocated to Oshalumbu village in 1982, where it is now. It is home to over 300 pupils from pre-primary level up to grade 9. Learners are taught in corrugated iron structures funded by the pupils’ parents because of a shortage of classrooms. Some of the classrooms have broken chairs and desks.
