Richards discusses the ORR s role in monitoring and enforcing Highways England s performance and efficiency, as well as its ongoing independent review of motorway safety.
“Broadly speaking, we track how well Highways England is doing against the obligations it has been set for the money it has been given,” says Richards. “Our overarching intent is to be forward looking. We try to identify and resolve issues early, rather than waiting for bad things to happen and then taking action.”
