Yesterday Carlos Francis spent the afternoon with his friends on El Dorado Beach in south lake tahoe. All four why in the lake more than 100 yards offshore when his sister fell off the kayak. A friend helped her back to the kayak. As the friend swam back to his kayak, deputy franceies thought his friend was drowning.
