“Our negotiations now are different from the ones in 2013. Now, Iran has the upper hand in negotiations. We are not talking about the Joint Comprehensive Plan of Action right now. The talks about the JCPOA is over and now we are talking about how to allow the United States to return to the deal,” Iranian President Hassan Rohani was quoted by Iran’s semiofficial Mehr News Agency as saying Wednesday.
The statement contains two fallacies. Iran does not have the upper hand: It was U.S. President Joe Biden who initiated the resumption of talks. He came prepared and resolved to return to the original agreement, lift the sanctions and ensure that Iran complies to the letter, as it did for three years after it went into effect.

Brief Analysis
The regime is seemingly removing any obstacle that might prevent Ebrahim Raisi from winning the presidency and, perhaps, succeeding Khamenei down the road, but the risk of further eroding its internal legitimacy is high.
Iran’s presidential campaign offered up a “May surprise” this week, with the Guardian Council announcing that several prominent candidates had been disqualified from running in the June 18 vote. Although mass disqualifications are nothing new for the regime, some of the names on this year’s chopping block were unexpected: only seven of the forty candidates who met the minimum registration criteria earlier this month were ultimately approved to run, and the finalists do not include high-profile figures such as former Majlis speaker Ali Larijani, Vice President Eshaq Jahangiri, or former president Mahmoud Ahmadinejad.

Ebrahim Raisi has been named as a possible successor to Iran’s 82-year-old Supreme Leader Ayatollah Ali Khamenei, leading some to suggest he wouldn’t run in the race. However, his registration shows he still has interest in the office he failed to obtain in 2017.
His close ties to Khamenei and popularity in part from his televised anti-corruption campaign could make him a favorite in an election in which analysts already believe that hard-liners enjoy an edge. A crush of journalists followed Raisi through the Interior Ministry as he registered, the 60-year-old cleric waving to staffers as he passed.
