Over the past two years, the United Nations has published an astonishing number of documents on how to reform itself. Its many reports are a welcome acknowledgment of the serious flaws and problems that plague the United Nations, and they offer many useful assessments of its weaknesses as well as recommendations to remedy those weaknesses. Sadly, however, little is being done to implement these recommendations.
