at the same time, we hear diplomacy. at the same time we hear him calling it a quote, unquote genocide what s happening in eastern ukraine, which would be the pretext for russian involvement. we have massive numbers of troops on the border and nato officials saying no sign of actual significant de-escalation yet in terms of the military footprint. so it s one of those days it will be very interesting to hear what president biden has to say. i m sure he ll be encouraging an actual diplomatic track really being open because right now they ve just been talking in some ways about talking without doing so in a meaningful way. let s bring in our senior international correspondent matthew chance. susan is going to stand by. again, someone who spent considerable time in moscow watching vladimir putin and those around him over the years. i m guessing this is, a, not a surprise, but, b, what does it tell you? yeah, moscow watching vladimir putin s moves. but also a lot of time in the
nato and the european union should be reinforced and we should be prepared for any kind of emergency situations, so we have to be ready for for the deterrence of the nato territory, and i want to remind that we ve been members of nato for 18 years since 2004 and before russia s annexation of crimea, was there no nato military footprint in the states and until this conflict, until this war of russia against ukraine, european and nato countries have been the largest, russia s trade partners, russia s partners and the eu in general and we certainly have been able to co-exist and cooperate and president putin is aiming for something different. he wants to re-create the russian sphere of influence and we reject that. we believe that this is the past.

we are not seeking a new cold war or a world divided into rigid blocks. reporter: the president s speech coming on the backdrop on the new relationship with australia that will provide submarines to counter china s growing military footprint in the indo-pacific, angered not only china but france who saw its own deal with australia implode. it is a more reliable ally. reporter: biden returned to the white house to meet with his british counterpart and the pact. as he called with french president emanuel macron, still nowhere to be heard. well, president biden s pivot away from military conflicts toward diplomacy comes as the u.n. faces its own diplomatic challenge. the taliban want their own
on the taliban s territory. the new afghan taliban minister of interior, he s a designated terrorist and leader of the what hakani network which allowed al-qaida to have safe haven on their territory. we know one lesson from 9/11. that is that terrorists will plot and plan against us from ungoverned states. secretary rice is absolutely right. we don t have the ability without an embassy, without an intelligence footprint, not to mention military footprint on the ground in afghanistan to detect those threats like we used to and preempt them before had they are visited on our shores. the challenge remains the same for our intelligence community. it s just grown significantly for us. and i am very, very concerned about our ability to find those targets and then strike them and i just think that we put ourselves at greater risk. we had 2500 troops in country.
