is moving up southern california, unleashing strong winds and record wrecking rain. authorities are warning of potentially catastrophic flooding across the region. more than 9 billion people in and around los angeles, under flash flood warnings. in some areas, mud and debris are flowing through the streets. and authorities are urging residents to stay off the roads. and hillary made landfall early on sunday. and mexico on the peninsula. causing widespread flooding and power outages, at least one person there was killed in their vehicle swept away in the floodwaters. and amid the storm southern california was also hit by a 5.1 magnitude earthquake at least 10 aftershocks have followed. but no injuries or major damage have and reported so far. so let s check in with cn and meteorologist karen mcginnis.

we have another update at the top of the hour. we appreciate that. karen joining us there. in eastern washington state, evacuation orders are in place, as do wildfires burn across spokane county. the flames have consumed more than 20,000 acres. and left at least two people dead. officials say, the fires burning since friday at just 10% contained. problematic weather was said to be hindering efforts by firefighters to battle the blazes. and in canada, officials say, they are turning a corner with the wildfires fires racing through the western province of reddish columbia. a local fire chief says that things are finally looking better around the city. and he says no more homes have been lost in the last day or so. and it is now possible to start talking about recovery. and about 500 firefighters have been battling the mcdougal

welcome back to all of you watching us here in the united states, canada and around the world, i m kim brunhuber. this is cnn newsroom. this summer s unprecedented heat has affected millions all across the u.s., particularly in california where experts say the state could lose 10% of its water in the next two decades. governor gavin newsom has a plan to strengthen the state s water reserve, most notably through projects to restore and recycle water. let s talk about this with meteorologist karen mcginnis. the drought is getting worse and worse. that is the big problem. it is a crisis and every year it seems to really intensify.

and cooler than normal temperatures into the northeast. so a little bit of everything as we look across the united states. as i just mentioned, the atmosphere is always trying to even out. there is a big struggle for dominance here, but we can definitely say across the west more than 70% of nine states of the west are under some sort of drought to extreme drought. there s a little disturbance in the northwestern gulf of mexico. this does not appear that it s going to develop into anything as an organized tropical system, but it s going to be enough that areas from about corpus christi down to brownsville could see very significant rainfall as we go into monday, maybe on the order of 5, possibly 10 inches of rain. thank you so much. karen mcginnis, appreciate it. europe is going through the
