Overcash, a pharmacist and business consultant who moved to Loveland in 2006 from the Chicago area, was first elected as the Ward 4 councilor in 2015 and then reelected in 2019. In 2021 he also ran for mayor in a bid to unseat Mayor Jacki Marsh but ultimately lost by a few hundred votes.
