predisposed to killing as many students as possible. he was premeditated. he wore a mask and used smoke bombs. he wanted to create a fatal funnel where there would be mass confusion by pulling the fire alarm where kids would funnel out of their classrooms and right in the line of fire to make easy targets for him. so every situation is different. darryn, you re certainly to say that you believe there was a breakdown and i assume the process leading up to this. you have to look at the internal and the external components of security in the school. i did my doctorate research on school safety and school violence and this is one of the things that comes into play. you have educators and law enforcement officials and the two need to work together behind a strategy that works. we look at this act or this atrocity, it started off outside from the external perspective.
the reason that obviously i m heavily involved in this scene is the office of management and budget is charged with sort of implementing running a shutdown. the person who shuts down the government is me, which is kind of cool. now dealing with the reality of a government shutdown perhaps is not add cool add it seemed yesterday. there were reports of mass confusion as administration officials painting radically different scenarios of whether basic government functions would you describe continue or halt. i ve talked to people from pyre administrations that say shutdowns are planned for weeks because the u.s. government is a big complicated thing. did the white house just not think it was going to get to this? reporter: they didn t.
person who can blame you. so this happened all within how long from the time that you get text, on the way to breakfast with your family, get the text, go back to get documents, i admire, i wouldn t know if i would remember to do that. then heading out the door, being evacuated to the hotel to get to underground garage. how long did that take before the all clear was given? i was pretty impressed. we all moved, not only us, but all the guests in the hotel, i would say within about 15 minutes or so, we were already walking down the street. that s after already running back to the room and everything. and they did a nice job of getting everybody evacuated. but of course you know everybody is on their phones. twitter feeds. what s going on? so there is of course mass confusion. and like i said, beautiful weather, everybody is ready to go to the beach, and here we are
now, president trump s revised travel ban takes effect. until then lawyers and activists are using every second they have to try to fight it. today, no fewer than three federal courts are hearing emergency arguments over whether its constitutional to block visitors from six muslim majority countries. that includes a hearing this morning in maryland and another in hawaii later this afternoon. most notably, one in seattle, washington. that one will be heard by judge james robart, the one that blocked the first travel ban nation wide. it led to mass confusion and chaos at airports across the country as travelers unaware of the order had already boarded planes bound for the united states. our justice reporter attended this morning s hearing in maryland. give us an update on how the rest of the day will play out and what you saw there. these federal judges are really taking rulings down to the wire here, wolf, with the travel ban set to go into effect just after midnight tomorrow.
john cornyn. and even he was surprised by, look, when you ve got republicans and democrats utterly confused, that means the fbi director james comey has to come out soon, either today, tomorrow or definitely on monday to explain what in the world that letter was about. together sides are utterly confused by what he had to say. i m glad you mentioned that. i will tell you, behind the scenes, i was talking with producers. i think he has to say something too. a lot of people don t think he s going to speak. he released it and now he s done. no. something has to be said, right? there cannot be this level of mass confusion where literally you have republicans and democrats saying how could you make this kind of announcement and is it her. mails, humana s e-mails, weiner s e-mail? and then he sends out two letters, one that release publicly and one that goes to employees. that s way too much confusion in the final days of this campaign. ening do you think it will affect voter turnout
