Businesses that are owned by people with disabilities would get a slight edge on contracts with GovGuam, if a measure recently introduced in the Legislature passes.
Under Guam law, people with disabilities are supposed to make up 2% of the workforce of government departments and agencies. But the law is not enforced, and anyone trying to
