Norwich considers seeking money to study sewer extension plans Modified: 4/20/2021 10:09:58 PM NORWICH The Norwich Planning Commission has endorsed a proposal to seek state funds for a study exploring whether it’s feasible to extend sewer lines into the village. The study would assess the need, demand and potential costs of building a “wastewater solution for the village center,” according to a resolution adopted by the commission last week. That charge includes determining whether to build sewer lines from Hartford to the Marion Cross School, which is seeking alternatives to a failed septic system that runs under the Norwich Green. The study also should “look at alternative wastewater solutions,” survey Norwich residents on their concerns and identify potential solutions, according to the resolution, which was supported by five members of the Planning Commission.

Layton received 550 votes to defeat challenger Pamela Smith, who won 364 votes. Marcia Calloway ran unopposed for a two-year term on the board, and Neil Odell was uncontested for the School Board. Residents voted, 699-221, to OK a $4.78 million municipal budget that officials say would result in an additional $303 in taxes for a $500,000 house. Plans to spend $30,000 to join six Upper Valley communities that contribute to a regional energy coordinator position were approved as well.

The Dresden School District warrant calls for voters to approve a bond raising more than $842,700 for upgrades to Hanover High School and Richmond Middle School. Meanwhile, the Hanover School District is seeking more than $245,000 for the Ray School, while Norwich’s warning asks for about $216,000 for the Marion Cross School. The package of projects is meant to improve teachers’ ability to teach remotely while also increasing the quality of technology used during in-person learning, according to school officials. It entails installing new cable lines, phones and improvements to infrastructure throughout the interstate school system.

During a roughly hourlong discussion, Hartford Selectboard members worried that expanding the sewer line to the Marion Cross School could open the town to unwanted liability or development. Several times, officials also questioned how Hartford would benefit from helping the Norwich School Board, which for more than two years has explored options to repair or replace a failed septic system under the Norwich green.
