Tijuana police arrested the suspect, identified as Logan Matthew Kelley, 26, who is accused of allegedly killing Isis Atalia Montoya Romero, 19, inside a hotel on Coahuila street. While wearing a face mask, Kelley walked up behind Romero and sliced her neck with a clip-point blade, according to Tijuana police. He tried to run away but he was chased by a security guard.
