It turns out hock also works for another company. That company made money off the bart track. Thomas hock, the lead negotiator for bart has a direct financial interest in the occurrence of a strike. He has a direct financial interest in a prolonged strike. Union leaders filed this complaint accusing hock of a conflict of interest.
