Back in 2007, Bellwether Housing began assembling what s now a 2-acre site at 7930 Rainier Ave. S., generally called the Life Change Church property. With SMR Architects, plans to redevelop the midblock L-shaped site began three years ago. Now that 182-unit project, dubbed Rose Street II, has received a SEPA determination of non-significance from the city, which brings it closer to a master use permit.
