Being in need of help is not a crime
On Jan. 2, The Gazette published a letter from Scott Anderson (“Cities need to stop street corner beggars”) concerning panhandlers, commenting “some of them are rude and obnoxious” and “I would like to know when the cities of Schenectady, Albany, and Troy are going to do something about these people….maybe they should be arrested and made to pay a fine.”
Panhandling is not an illegal activity, provided it is done on public property (or private property with permission of the owner).
