The current code is loaded with provisions that are both complicated and make no policy sense like the alternative minimum tax and the way a lot of tax benefits are subject to phaseouts. Which function as hidden marginal tax rate increases which nobody understands. For a lot of people, the income tax has become a kind of black box, you know, where you put numbers into the 1040 or into the software, or you give them to your return preparer, and a number comes out this is your Tax Liability. But they have no idea where that came from. Well, i always have trouble saying this, but i think its a good line if i can get it out.
