the citizenship question on the census. doj sought census block level citizenship data for use in voting rights act enforcement. so he said it s for the voting rights act enforcement but the aclu says that s contradicted by files on hard drives left behind by thomas hefler a republican redistricting strategist who died last year. those files show that he wrote a 2015 study concluding that adding a citizenship question would allow republicans to create more extremely gerrymandered congressional map. he urged the trump team to tack that question on to the census. the aclu is is asking the judge to sanction the justice department but the justice department called the accusations a, quote, last ditch effort to derail the supreme court s consideration of the
