Civil society has played an important and driving role in terms of democracy promotion, both as implementers of such support abroad as well as champions and advocates for their states to invest in supporting democraticization abroad. They have leveraged their bilateral challenges as well as various citizen diplomacy forums to support democraticization abroad and have leveraged membership. Lastly, a number of Eastern European countries have started to provide assistance, but more on the technical than financial side, so, in some, we have several of these countries that have they have exercised diplomacy and theyre their efforts have tended to be limited in terms of the number of cpms and geographics recipients to a number of countries.
